Hi Brendan.
The best time to start investing is when you can afford to. And when you can do so with a long term timeframe.
If you’re wondering whether it’s a good/bad time to ‘hop in’ the market… only the future will tell us that. But if someone’s goal is to build up a portfolio of investments, then they’ll need to constantly be putting savings to work and adding to their holdings.
There’s always short-term uncertainty, which is one of the reasons shares typically (on average, over time), generate higher returns.

The best time was 10 years ago, Second best time is now.
One can always find an excuse to holding off getting in to the market, but honestly, starting is the hardest part and getting that compounding effect rolling is the best part.
Start small, start simple. You’ll thank yourself down the track for starting and kicking yourself for not starting earlier
